When is it appropriate to start putting up and taking down holiday decorations?

I have some neighbors who have already decked out their houses in Christmas lights, yet there are other houses who still have their jack-o-lanterns still out.

What is the proper protocol for putting up and taking down holiday decorations?

I believe the official start of the Christmas holiday season is the day after Thanksgiving ("Black Friday"; the biggest shopping day, when businesses get into the financial "black"). However, since T-giving seems busy and exhausting in itself (with cooking and influx of family), some are too tired to be decorating for the next holiday on black Friday. SO, some of us who are trying to hedge our Thanksgiving busy-ness have started to decorate for Christmas early!
